Expressions of Interest

The property is vacant and Shire Hall is no longer needed for Essex County Council services.

Parties interested in assuming responsibility for the next phase of its life are now sought. This will include its conversion to a viable use or uses that ensure this magnificent building is retained for future generations.

The Council wish to find a new partner or partners who will implement a scheme of sensitive adaptation and reuse which will respect the building’s heritage. The scheme should present a long term viable future for the building which meets commercial and
community objectives.

The County Council will consider the whole spectrum of different forms of ownership including freehold. long leasehold and joint venture and partneship arrangements necessary to secure the long term future of this historic asset.

This is an open invitation to all interested parties whether they are potential occupiers (for part or the whole of the building), developers or investors to come forward and demonstrate a secure and viable future for the building.

Parties are therefore invited to make a full
Submissions including:

  • Detail of their proposed uses for The Shire Hall and indicative architectural / use solutions.
  • Details of their track record and experience in dealing with buildings of this nature (either as an occupier, investor or developer).
  • The freehold, long leasehold or other structure envisaged.
  • Proof of funds or evidence of existing and potential funding sources will be required including estimated conversion costs where appropriate.


   

Proposals will be assessed against their potential to address constraints on use. Heritage and local Planning bodies will be further consulted to establish each proposal’s scope for suitability in relation to their long term viability and impacts on the historic structure of the building.

Following a period of assessment ECC may determine to progress with a party or invite limited parties to submit further final proposals.
