The Secretary of State for Health secured (via appeal) outline planning permission for the whole of the Coldeast Hospital site set against its allocation for housing in December 2008 ref no P/970053/ OA. The consent provided for a residential development with an overall density of 29.65 dwellings per hectare. The outline planning permission was accompanied by a Section 106 Agreement which secured a number of aspects including community benefits for the new development. A subsequent reserved matters application (ref P/03/1867/RM) for 234 dwellings was submitted and consented in February 2004 to cover the whole site which allowed for siting, design and external appearance of buildings and landscaping (including structural planting). Details relating to density and access were dealt with by the outline planning permission. The subject site (Parcel A) is labelled as Phase 2 within the Reserved Matters Permission and benefits from an implemented planning permission for 101 units. Miller Homes implemented the permission by developing out Phase 1.
In October 2011 Fareham Borough Council adopted a Development Brief Supplementary Planning Document with the aim (inter alia) to guide future development and set out planning and design principles for the site. Some of the land along the southern boundary within the red line of the Phase 2 element of the Reserved Matters planning permission has been used to build two Learning Disability Bungalows. NHS Property Services has also kept a small parcel of land on the north west boundary which means that there are only 94 plots to be developed in accordance with planning reference P/03/1867/RM. There are some outstanding planning conditions to be discharged relating to Phase 2 and a requirement to pay £1,175 per unit for contributions to education.
The reserved matters permission identifies that the choice of external finishes is important to reflect the local character of the site and should include the following:
- Red/orange brick with natural impurities;
- Painted render with a variety of colours;
- Occasion flint and vertical tile hanging;
- Roofs to have the appearance of plain and profiled tiles and slates.
Parcel B benefits from an allocation for 30 further residential units. This allocated site will be subject to Fareham Borough Council’s revised affordable housing policy as well as Community Infrastructure Levy (adopted April 2013) of £105/ sq m (GIA).
