OUR VISION

 

Homes England’s development proposals included in the planning application have been shaped by comprehensive engagement and consultation with numerous stakeholders since the site was acquired through the transfer of the site from the MOD in 2016.

 

Homes England’s vision and proposals are for a 21 st century market town at Chalgrove Airfield which will provide a range of new homes, retail, leisure, education and community facilities. A development that respects the strong  identity of Chalgrove Village as part of a 21 st century market town. Importantly, it will be a development that is a connected place providing major highways improvements and investment in sustainable and public transport (see section 3 – Improving Local Roads and Infrastructure).

 

Homes England’s development proposals for the 254ha Chalgrove Airfield site are in accordance with Policy STRAT 7 [link needed] of the emerging South Oxfordshire District Plan and seeking approval for in the outline planning application include

Homes

 

  • 3,000 new homes

 

 

 

 

  • It is expected that Chalgrove Airfield will be developed over a 12 year period in three phases as summarised below:

 

 

Phase 1 (Years 1-4) 500 homes

 

Phase 2 (Years 5-8) 1,175 homes

 

Phase 3 (Years 9-12) 1,325 homes

 

 

  • As part of the housing development a sustainable urban drainage system will be built to manage any new surface flood water risks and to address existing risks in the area.

 

Schools and other provision

 

  • Two new ‘2 Form Entry’ primary schools. A ‘2 Form Entry’ school is where each year group has two forms, this approach provides the size of schools needed to meet the demand created by the new development.

 

  • An 8 Form Entry secondary school and 6th Form College – enabling the relocation and expansion of Icknield Community College. This will not only  provide the secondary school places needed not only for children living in the new town but will also allow the Icknield Community College to move from its old and cramped site to new purpose built facilities fit for the 21 st century.

 

  • Homes England will work with partners to create a new town centre with shops, leisure facilities, a community hub, cultural space and a public square.

 

  • There will be publicly accessible open space, including parks, green lanes, children’s play areas and Allotments.

 

  • Realign the B480 through the development to enable an integrated place, manage the tranport impact and allow safe passage from the Airfield to Chalgrove Village on foot or by bike.

 

  • A network of pedestrian and cycle routes will link the different parts of the town together in a way that will help reduce the use of cars

 

  • To help further reduce car use Homes England will Invest in sustainable transport – including new and improved bus services between Chalgrove, Oxford and other nearby towns and villages.

 

  • Homes England will work to ensure that Martin Baker Aircraft Ltd can continue to operate from their Chalgrove site by providing 124 Ha for their us – some 48% of the total area, including providing a new runway that meets Civil Aviation Authority requirements.

 

  • The development will also provide 40,000sqm of dedicated employment space. This will be designed to help local business grow and expand and to support new start-up businesses

 

 

It is clear that alongside the investment in public transport and cycling routes there is a need to make a significant investment in off-site infrastructure to mitigate the development’s traffic impacts while at same time addressing existing capacity issues experienced on the local road network See section 3 Improving Local Roads and Infrastructure).
