ENVIRONMENTAL SURVEYS

  • Homes England has recently engaged the local community and landowners on the proposed highway improvement works at Chiselhampton, Stadhampton and Cuxham as we develop our bypass proposals to offset the increased traffic from the proposed development at Chalgrove Airfield.

  • The next step is to undertake technical surveys to confirm environmental conditions which exist along the route – for example bats and birds. This is part of our commitment to design and deliver a scheme which minimises impacts on both the environment and local community. The outcome of these surveys will inform the final design of the scheme and ensure that South Oxfordshire District Council as the Local Planning Authority has all the relevant information when they make their decision.

  • We are speaking with landowners in advance about accessing their land to undertake the surveys.

  • To guarantee that we are able to complete the surveys at the appropriate times of the year and ensure we are able to submit a planning application in Autumn 2019, we are using a ‘Section 172 order’ under the Housing and Planning Act (2016) to ensure that we can access the land. We will continue to work closely with affected landowners as the scheme progresses.

CONSULTATIONS

We are consulting on our proposed plans for new bypasses at Stadhampton, Chiselhampton and Cuxham to support the proposed development at Chalgrove Airfield, ahead of the submission of the associated planning applications later this year.

The public consultation events will provide a chance for people to view the proposed bypass routes, speak to the project team, have any questions answered and share their feedback.

The dates and times of the consultation events are:

  •  Thursday 14 March 2019, 4pm-8pm at Cuxham Village Hall, Watlington, Oxford, OX49 5NF

  • Friday 15 March 2019, 4pm - 8pm at Stadhampton Village Hall, The Green, Stadhampton, Oxford, OX44 7UA

  • The exhibition boards presented at these consultation events can be downloaded here

Homes England welcome the inclusion of Chalgrove Airfield in South Oxfordshire District Council's draft Local Plan:

SUPPORT FOR INFRASTRUCTURE

The offsite highways mitigation proposals, incuding bypasses through Cuxham, Stadhampton and Chiselhampton are suported by a transport strategy that aims to:

  • Reduce travel distances by providing new, on-site, high quality local employment, education, leisure, community, social and retail facilities;

  • Promote and enhance sustainable travel by encouraging people to cycle, walk and use public transport;

  • Provide significant improvement to the local network to accommodate car travel and meet the needs of existing communities.

Homes England has also confirmed its support for the following areas as part of its proposals to develop Chalgrove Airfield:

  • Public transport improvements to boost links between Chalgrove, Oxford and surrounding areas.

  • Improved pedestrian and cycle links around Chalgrove.

  • Measures to address HGV traffic, rat running and traffic flows around the Stadhampton, Chiselhampton and Cuxham

This letter to South Oxfordshire District Council contains more details.

Homes England continues to work closely with partners to determine exactly what infrastructure support is needed, and when.
